I think the opposition of the ACC for what ever reason is the stumbling block. It's a shame, I think it will be great for the game.

I agree. But the point that I took from the article was that the 12 team playoff really benefits the other conferences yet they oppose it. And what would ND do? Y’all are not interested in B1G. Join the SEC?? Ouch.
It's pretty clear that ND and Ath Dir Jack Swarbric are for the 12 team playoff. While some aspects of it sort of rankle me, like the proposal that even if the Irish are the consensus #1 team, that they can not get a 1st round bye due to not being a conference champion. But I've gotten over that as the 1st round game would be sort of like our "championship" game that conference teams have to play. Other than that it also takes the pressure off of ND to have to in most cases be undefeated in the regular season to make the CFP.
Not having a bye wouldn't bother me. I've seen multiple instances from HS to NFL where the team with the bye isn't as sharp as the team who played the week before. It could be an advantage to play every week, assuming the two teams are relatively equal and not highest seed vs. lowest seed.
