    Folks made a huge deal out of that term in our case...forgetting that "failure to maintain institutional control" is the big one.

    Somebody else got in trouble with recommended books rather than required ones a bit ago...can't remember who but I don't think they were penalized, and if so not much.

    Thinkin' maybe we should have gone with required tattoos rather than just recommended ones.
