The tax cut increased the standard deduction. in 2018 90% of taxpayers took the standard deduction. That tells me that a large majority of taxpayers benefitted. The ones who were "hurt" are those with expensive homes and high income that have large property taxes and high state taxes. As always the claim that the tax cut only benefitted the rich is a complete lie.
