We had something called the Trans Texas Corridor Project that included a new highway to facilitate commerce from Mexico/Central America, High Speed rail, communications, etc. It was expensive and controversial and now dead.

The whole idea of high speed rail always seems attractive, esp when you read about it in Europe and Japan. But really it's so expensive and we have so many other ways of getting from Dallas to Houston or LA to San Fran that it just doesn't make a lot of financial sense.
