    I read this earlier and for the most part think it is a good move. Simplify the rules and make the penalties stronger. Hopefully it would give more programs reason to consider what they may do.

    Yeah while I can't say I read it, but anything that clarifies the rules and allows for penalties for major violations to be severe enough that schools/boosters will think twice is a good thing.
