    I think waivers are granted to players with additional eligibility who leave a school to pursue their studies in a graduate degree not offered in their original school.
    In this case, the move was initiated, not by his burning desire to pursue his education in parks and rec., but by the fact he'd been thrown off the team as a two time criminal offender. Therein is the distinction.
