Wow that was an awful call at the plate. You can get the video on ESPN if you haven't already seen it. Fortuneately in Baseball it's unlikely to have much impact in the long run. But it will rachet up the call for replay.
That was an incredibly bad call. They were in about the 19th inning and the umpire just wanted to go home. It was a black eye for the game; no question about it. These things do get resolved quietly at the end of the season, however, when all umpires are reviewed by the league. That particular umpire will pay a price for that one; no question about it.

Did the catcher tag him? After looking closely at the play several times, I am not certain that he actually touched the runner with his glove. I'm no fan of umpires, but he was right on top of the play.
You beat me to it, Terry. I just read the article. When the umpire himself says he missed the call, I guess that closes the book on the matter.
