I think this statement in the report demonstrates that if maintaining integrity in college football in still a goal, the colleges need to form a new organization to oversee the game and provide it with real power to enforce the rules.
Any issues with Moore keeping his job? At a minimum I would expect "repeat violator" status and actions sufficient to trigger a 2 year "show cause" to have a spot on the agenda at the next Board meeting, no?

It would appear to me the 20 Million penalty seems to be the NCAA solution to the problem. Somehow I do not believe the loss of income will be of much significance to University of Michigan?
Well, since only 49% undergraduate students are from the state, my guess is that they will boost the tuition cost for students from China and the Arab Gulf states to pay for the fine.
I just read that Michigan is going to appeal the penalties. So they stonewalled the investigation and some folks lied during the investigation and now they are appealing?
Yep, they got caught driving 75 mph in a school zone but the police only ticketed them for 10 mph over the limit and they’re upset. But, as you noted earlier, the NCAA’s history in litigation is not stellar.
So let me get this straight ND had to forfeit 21 wins because of misconduct by an athletic TRAINER and Michigan has all these coaches show caused and doesn't lose one tainted win?
I thought re the vacated games that Fr. Jenkins offered to vacate the wins if ineligible players played. I assume he was motivated to do this because he believed his university had to adhere to the goals of honor, integrity and accountability. In contrast, it looks like the university of which I am an alum embraced the thug code that “snitches get stitches”.

Sid, I am trying to avoid hopping on a soapbox as I have not lived the life of a saint. But, right now, I think ND fans have many more reasons to feel proud of their program than Michigan fans presently have of theirs.
I saw one of the reasons that Michigan is appealing is that the NCAA did not follow their own policies. I know from experience that the NCAA does not pay much attention to their own rules. It is pretty obvious that Michigan is guilty as charged (just as Alabama was 20 yrs ago) but they probably have an argument there.

"We are deeply disappointed by and strongly disagree with the denial of the University’s appeal ..." Notre Dame president Fr. John Jenkins wrote in a letter responding to the NCAA's decision.
