Yes, it could be worse. The Congress before the Civil War was half disloyal and half incompetent. During the war, in a speech to the Congress, President Lincoln actually made a reference to this general lack of ability with the words, "We of this generation will be remembered in spite of ourselves." The current Congress is actually an improvement from the one Nancy Pelosi was running, but Horseface Harry over in the senate is still in charge there, so there's still a lot of room for improvement.
I dislike them all. They are all about feathering their own nests. As close to totally useless as I've ever seen and in many cases, criminal.
